The Ninth Heaven, Kuchavim: the sphere of the constellations, the backdrop against which the twelve signs are measured.
The unmoving frame
“Fixed” here is the classical sense: stars that hold their positions relative to one another, as against the planetes — the wanderers — that move through them. Kuchavim is the ninth of the ten heavens in 2 Enoch and is given as the place of the constellations.
The stars are not in fact fixed. They carry proper motion, and the whole frame appears to rotate against the equinox at about 1° every 72 years. Over the roughly 2,100 years since the tropical zodiac was fixed to the vernal point, that has accumulated into the ~24° offset between sign and constellation. Anyone who has been told their “real” star sign differs from their birthday sign is being told about this drift.
Named stars in scripture
Job 9:9 and 38:31–32 name Ash (the Bear or Arcturus), Kesil (Orion), Kimah (the Pleiades) and the chambers of the south. Amos 5:8 names the Pleiades and Orion together. These are the only star-groups the Hebrew Bible names directly, and none of them is a zodiac sign — a useful check on how much zodiacal content scripture actually contains.
