The Western dragon is a reptile body with wings added. Every real flying vertebrate — bat, bird, pterosaur — converted its forelimbs and therefore walks on two legs. A four-legged flier would need a fifth and sixth limb from nowhere.
The dragonfly manages six legs and four wings without difficulty, because arthropod wings were never limbs. The dragon is not built on that plan. It is built on a vertebrate plan with an extra pair attached.
The Eastern dragon (Chinese lung) is worth separating out: it is typically wingless, serpentine, four-legged, and flies without visible apparatus. Anatomically it does not violate the limb constraint at all. The two traditions are often merged in modern use, and the merge loses that distinction.
What the entry is claiming, and what it is not
It is not claiming the traditions are worthless or that people were lying. Dragons appear independently across Mesopotamian, Greek, Norse, Chinese and Mesoamerican material, and that distribution is a real thing to explain.
What the anatomy indicates is how the creature was assembled: by combining known animals rather than by describing an unknown one.
